Since the Sixteenth National Congress of the Communist Party of China, the State Council Information Office has put great efforts into improving government news release together with relevant departments and local administrations according to requirements of the central government, making a breakthrough in the construction of the government news release and news spokesman system. In 2009, after the Fourth Plenary Session of the Seventeenth National Congress of the Communist Party of China proposed to “establish the news spokesman system of the party committee”, resulting in establishments at various levels of administrations. Currently, a three-level government news release system of the party committee has been established throughout the whole country and is extending to basic administration units and enterprises. To standardize and continuously improve government news release, the Information Bureau of the State Council Information Office edited The Workbook of the Government News Release in 2007. After publication, it emerged as a huge hit among relevant practitioners and received lots of practical advice. Since 2014, given the requirement of party committee work and the reality that the government news spokesman system is continuously developing, the Information Bureau of the State Council Information Office published a new edition of The Workbook of the Government News Release on the basis of the workbook in 2007, incorporating practices and changes of China’s government news release system in recent years. It is a practice-oriented guidebook, intended for party committees in general, government news spokesmen and staff members working in news agencies. Basically adopting the frame of the 2007 edition, the book tries to reflect new circumstances and characteristics of the news release. What’s more, it includes latest theoretical achievements and lots of new materials for the need of relevant personnel.
